Duplicate content is the same or nearly identical content available at more than one URL, on a single site or across sites. Google treats most duplication as normal, not a penalty, and simply chooses one canonical URL to index and rank, though it may not choose the one you intended.
Why it happens, and why it rarely earns a penalty
Duplicate URLs usually appear by accident. Google’s own list of causes includes protocol variants (http vs https), www vs non-www, trailing-slash differences, URL parameters from sorting and filtering, session IDs, printer-friendly pages, and syndicated copies. Google is explicit that this is fine: “Some duplicate content on a site is normal and it’s not a violation of Google’s spam policies.” The old “duplicate content penalty” is a myth.
The real cost is signal splitting. Google groups duplicates and indexes one representative URL, the canonical. If it picks a version you did not intend, that page ranks in place of your preferred one. Backlinks and internal links scatter across the copies instead of concentrating on a single URL, and crawlers waste budget re-fetching near-identical pages, which slows indexing of genuinely new work.
You steer the choice with signals, strongest first: 301 redirects, then a self-referencing canonical tag, then sitemap inclusion.

It is a hint, not a rule, so keep your signals consistent and always link internally to the canonical. One boundary worth knowing: mass-produced or scraped pages built mainly to fill the index cross into scaled content abuse, which Google does treat as spam.
