Anchor text over-optimization is when too large a share of a page's inbound links use the same keyword-rich, exact-match anchor text, producing an unnatural link pattern that Google's spam systems (including Penguin) can flag and devalue.

Google never bans a single keyword anchor. The problem is the pattern. Its link spam policy calls out “links with optimized anchor text in articles, guest posts, or press releases distributed on other sites,” and its anchor-text guidance tells writers to “resist the urge to cram every keyword” into a link.
