Why Google withholds a crawled page

This status is not a penalty and not a technical error on its own. Googlebot reached the page, read it, and decided it was not worth a slot in the index right now. Google’s own wording in the Page Indexing report is blunt: the page “may or may not be indexed in the future; no need to resubmit this URL for crawling.”

The usual cause is value, not access. Thin, duplicative, or intent-mismatched pages land here most often. Weak internal linking is the other big driver. If almost nothing on your site points to a page, Google reads that as low priority and skips it.

Do not confuse it with Discovered - currently not indexed, where Google knows the URL exists but has not crawled it yet. Here, crawling already happened. The verdict is about the content, not the queue.

Example: a store with 400 near-identical product-variant URLs. Google crawls them, indexes a handful, and marks the rest crawled but not indexed. The fix is canonical consolidation or adding genuinely unique content per page, not hammering the Request Indexing button.

To move a page out of the bucket: deepen the content so it beats what already ranks, add internal links from strong pages, confirm the format matches search intent, then request indexing through URL Inspection.
