A link scheme is any tactic that creates links to or from a site mainly to manipulate Google rankings, in violation of Google's spam policies. Common examples: buying or selling followed links, excessive link exchanges, and mass guest posts or private blog networks with keyword-rich anchor text.

Google’s spam policies name specific patterns: exchanging money, goods, or services for links that pass ranking credit; excessive link exchanges or partner pages built only for cross-linking; links with optimized anchor text in articles, guest posts, or press releases distributed across other sites; low-quality directory and bookmark links; keyword-rich links hidden in widgets; and links stuffed into footers or templates sitewide. Automated link-building programs are called out by name too.

Paid links are not automatically against the rules. Google’s position is that money can change hands as long as the link does not pass ranking signals. You qualify those links with rel="sponsored" or rel="nofollow" so they read as advertising, not as an endorsement.

Enforcement runs two ways. Automated systems, plus human review when needed, can suppress a site so it “may rank lower in results or not appear in results at all.” Google can also issue a manual action for “a pattern of unnatural, artificial, deceptive, or manipulative links.” Recovery is slow: you export backlinks in Search Console, ask site owners to remove or nofollow the bad links, disavow what you cannot get removed, then file a reconsideration request. Disavowing everything without a real removal effort can get that request rejected.
