A toxic backlink is a low-quality or spammy inbound link (from link schemes, paid links, spam directories, or link farms) that can hurt a site's rankings or draw a Google penalty. "Toxic" is an SEO-tool label; Google's own terms are "link spam" and "unnatural links."
Toxic to whom? Google’s actual position
The word “toxic” comes from SEO auditing tools (toxicity scores), not from Google. Google’s documentation talks about “link spam,” which it defines as links created “primarily for the purpose of manipulating search rankings.” Its listed examples include buying or selling links, excessive link exchanges (“link to me and I’ll link to you”), automated link building, spammy forum and comment links, site-wide footer links, and “low-quality directory or bookmark site links.”
Two things matter now. First, Google mostly ignores these links rather than punishing you for them. Its automated systems, combined with manual review, “assess which links to trust,” and since the December 2022 link spam update SpamBrain neutralizes the effect of unnatural links so any credit they passed is simply removed. Second, a smaller share of profiles still draws a manual action, a human reviewer flagging a clear pattern of manipulation.
That split is why the disavow tool is a last resort, not routine hygiene. Google states that “in most cases… most sites will not need to use this tool,” and warns that used incorrectly it “can potentially harm your site’s performance.” Disavow is meant for sites with a considerable number of spammy links that have caused, or are likely to cause, a manual action, often after negative SEO or an old link-buying campaign.
Example: an exact-match “cheap payday loans” anchor from a scraped directory network is textbook link spam. A single off-topic blog comment link is noise Google already discounts.
