A disavow file is a plain-text (.txt) list of backlink URLs or domains you upload through Google Search Console to tell Google to ignore those links when it assesses your site. Google treats it as an advanced feature that most sites never need.
When you actually need one
Google is blunt about scope: “In most cases, Google can assess which links to trust without additional guidance, so most sites will not need to use this tool.” It calls the disavow tool “an advanced feature” that “should only be used with caution,” warning that “if used incorrectly, this feature can potentially harm your site’s performance in Google Search results.” The clear case for a disavow file is a manual action for unnatural links, or knowing one is coming because of paid links or other link-scheme violations.
The format is strict. One URL or domain per line, prefix a whole domain with domain:, save as UTF-8 or 7-bit ASCII, and end the filename in .txt. Max 100,000 lines and 2MB. Lines starting with # are comments.

John Mueller’s framing: “Most sites don’t need it, but that’s not all sites,” and “the disavow file is a tool, not a religion.” After you upload, it takes a few weeks for Google to reprocess the list as it recrawls the web.
