A link exchange (or reciprocal linking) is an arrangement where two sites agree to link to each other. Google's spam policies treat excessive link exchanges done mainly for cross-linking as link spam, though a small number of natural reciprocal links between genuinely related sites is normal.

When it crosses the line

Google’s spam policies name “excessive link exchanges (‘Link to me and I’ll link to you’) or partner pages exclusively for the sake of cross-linking” as an example of link spam. The word doing the work is excessive. Two related businesses linking once because it genuinely helps readers is ordinary web behavior. A “links” or “partners” page that exists only to swap do-follow links at scale is the pattern Google’s link systems target. Google’s John Mueller has said the coordinated version is against the guidelines even when the sites are topically relevant, so relevance alone does not make an organized swap safe.

Three-way or “ABC” exchanges (A links B, B links C, C links A) try to hide the direct reciprocity, but the coordinated footprint (unrelated niches, matched timing, heavy overlap between your outbound and inbound domains) is still detectable. Practitioners track a rough “reciprocity ratio” and treat high overlap, roughly 40%+ of referring domains that you also link back to, as a risk signal. That threshold is a practitioner rule of thumb, not a Google-published number, but it is a useful sanity check.

Two ways to keep exchanges clean: link only when it actually serves the reader, and qualify any paid or sponsored swap with rel="sponsored" or rel="nofollow" so it does not pass ranking credit. Google is explicit that buying and selling links is fine as long as the link is tagged that way.
