Google does not actually use the phrase “white hat” anywhere in its docs. That is practitioner shorthand for the compliant side of a line Google draws itself: links you earn because content is genuinely useful versus links created “primarily for the purpose of manipulating search rankings,” which it calls link spam. White hat methods stay on the first side of that line.
