A Google penalty is any suppression of a site's search rankings for breaking Google's spam policies, applied either automatically by Google's ranking systems or by a human reviewer as a "manual action." Google's own term is "manual action"; "penalty" is the industry shorthand that also covers algorithmic demotions.
“Penalty” is an SEO industry word, not an official Google one. Google documents two mechanisms behind a ranking drop, and they are fixed in very different ways.
Manual action vs. algorithmic demotion
A manual action is issued when, in Google’s words, “a human reviewer at Google has determined that pages on the site are not compliant with Google’s spam policies.” You find out because Google posts a notice in the Search Console Manual Actions report and messages the account. It names the violation (for example pure spam, unnatural links, thin content, or site reputation abuse) and whether it hits the whole site or specific pages. Recovery is procedural: fix every flagged issue, make sure Google can access the pages, then file a reconsideration request.
An algorithmic demotion is quieter. Google says it detects “policy-violating practices both through automated systems and, as needed, human review.” There is no notice and no reconsideration request. You infer it by matching a traffic or ranking drop to a known algorithm update or spam-system refresh, then remediating the underlying signal (bought links, scaled low-value content, keyword stuffing) and waiting for the systems to re-evaluate.
The stakes range from a few pages ranking lower to the whole domain dropping out of results. Common triggers map to Google’s published spam policies: link spam, cloaking, sneaky redirects, scraped or scaled content, hidden text, and doorway pages. Confusingly, a real ranking loss is often not a penalty at all, just a core update reshuffling relevance, which is why diagnosis matters more than panic.
