Language targeting is directing a web page to searchers who use a specific language, regardless of their country. In SEO it is signaled mainly with hreflang annotations whose first code is an ISO 639-1 language such as "en" or "es", with an optional region code.
Language vs country targeting
Google splits international sites into two cases. A multilingual site “offers content in more than one language,” while a multiregional site “explicitly targets users in different countries.” Language targeting is the first case: the same product, a different language, with no per-country pricing or inventory change.
The mechanism is the hreflang annotation. Its first code is always the language (ISO 639-1); the region code (ISO 3166-1 Alpha 2) is optional. So hreflang="es" reaches Spanish speakers anywhere, while hreflang="es-MX" narrows to Spanish speakers in Mexico. Google notes it “doesn’t automatically derive the language from a country code,” so a bare region code is invalid.
Two rules trip people up. Annotations must be reciprocal: if page X points to page Y, Y must point back, or Google may ignore the pairing. And codes must be official, so use GB, not UK; EU and UN are not valid here. Add an x-default entry for a language selector or fallback page.
One point matters for stores. Google says it “uses the visible content of your page to determine its language,” not the lang attribute or the URL, and it crawls mostly from the US without Accept-Language headers. Redirecting by browser language alone will not get every version indexed. You have to declare each variant explicitly.
How it affects your traffic
For a store selling in more than one language, weak language targeting quietly caps organic traffic. Without correct hreflang, Google can serve your English page to a Spanish shopper, or fold near-duplicate translations together and rank only one, leaving the rest invisible. Reciprocal annotations and valid ISO codes let each language version rank in its own market.
