Passage ranking

Also called: passage-based indexing, passage indexing, passage retrieval, passage-based ranking

Passage ranking is a Google AI system that scores individual sections (passages) of a page independently, so a relevant passage buried in a long page can surface for a specific query even when the whole page isn't focused on that topic. Google ranks passages but still indexes whole pages.

Ranking, not indexing

Despite the early “passage indexing” nickname, Google’s Martin Splitt was clear that this is a ranking change, not a new index. Pages are still indexed as whole documents. Passages are treated as annotations on that one document that can be scored on their own for a given query, so Google is not storing your paragraphs as separate URLs.

The system solves a specific problem Google described: the single sentence that answers a question is sometimes buried deep in a page. A 4,000-word home-renovation guide might contain one paragraph that perfectly answers “how to fix a squeaky floorboard.” Before passage ranking, that broad page could lose to thinner, more focused competitors. Passage ranking lets Google lift that buried section up on its own merit.

You cannot mark up a passage or opt in. Splitt said there is nothing you need to do to your site. What helps indirectly is structure: clear H2/H3 headings, one idea per section, and self-contained paragraphs that answer a question without needing the rest of the page for context. Semantic HTML makes those boundaries obvious to automated systems.

Announced at Search On 2020, passage ranking went live for US English queries in February 2021 and later expanded to more languages. Google estimated it would affect roughly 7% of queries once fully rolled out.

How it affects your traffic

Passage ranking rewards long, deep pages that answer many narrow questions well, but only when each answer stands on its own. If your strongest paragraphs sit in walls of text without clear headings, Google struggles to isolate and rank them, and you lose long-tail traffic to competitors with tighter structure. An SEO consulting engagement audits your existing pages for exactly this: which sections deserve to rank, how to make them self-contained, and how to structure content so both Google and AI answer engines can lift the right passage. That turns one long page into many entry points instead of a single missed one.
