SERP overlap is the share of ranking URLs that two keywords have in common in Google's top results. When the same pages rank for both queries, they signal the same search intent and should target one page; when overlap is low, each keyword needs its own page.

Search-intent clustering works backward from Google’s own rankings. Instead of guessing whether two keywords mean the same thing, you fetch the top results for each and count how many URLs they share. High overlap means Google already treats the queries as interchangeable, so one page can rank for both. Low overlap means Google satisfies them with different pages, and forcing them together makes a page that ranks for neither.

How it’s measured

A tool pulls the top ranking URLs for each keyword and compares the sets. Thresholds vary. Some cluster at 3 to 4 shared URLs in the top 10, Oncrawl’s Python tutorial recommends 4 to 6, and Keyword Insights defaults to 40 percent overlap. In 2026 several tools compare the top 7 rather than 10 (Keyword Insights now examines the top 7), because AI Overviews and other SERP features push classic blue links off the page.

Example: best running shoes and top running shoes usually share most of the same URLs, so they map to one page. running shoes and running shoe repair share almost none, so they stay separate.

Pick a threshold to taste. A loose bar (2 to 3) builds big inclusive clusters; a strict bar (5+) keeps pages tightly focused. There is no official Google number here. Overlap is a proxy you calibrate against your niche, and it is more reliable than judging intent by wording alone because it reads what Google actually rewards.
