Country targeting is the practice of signaling to search engines that a page or site is meant for users in a specific country, so it surfaces for searchers there. Google infers the target from signals like ccTLDs, hreflang, server location, and localized content, not a manual setting.

How Google reads country signals

Google no longer lets you flip a switch for this. The old International Targeting report in Search Console had a manual “target this country” control, and Google deprecated it, saying the setting “was determined to have little value for the ecosystem.” What replaced it is inference from a stack of signals. Per Google’s multi-regional documentation, those include country-code top-level domains (a .de or .co.uk domain is a strong signal), hreflang annotations in tags, headers, or sitemaps, server location, and softer cues like local addresses and phone numbers, local language and currency, and links from other sites in that country. Google explicitly ignores geo.position and distribution meta tags, so do not waste time on those.

Country targeting is not the same as language targeting. A page can target Spanish speakers in Mexico (es-MX) versus Spain (es-ES), so country and language are separate axes, and hreflang lets you set both. For a store that ships to one market, a ccTLD plus localized content and currency does most of the work. For a store selling into many countries from one domain, hreflang across a clean URL structure (subdirectories or subdomains) is the practical lever, not a checkbox in a dashboard.
